In this article a survey concludes that cellphone users in USA, Canada and Spain pay the highest bills for service, but enclosed is a response from the American association of cellphone service providers which make a good point that the survay gets the facts wrong by trying to compare service usage patterns accross borders (and cultures).

As a conclusion, I could say that a good international survey could only be useful if it compares the prices payed for flat rate packages and proceeds to analyse the differences between the quality of those services between the countries studied and the average expectations of clients have for such services and their level of satisfaction, which is what finally renders meaning to any price a company may set.
